OAuth2 Authentication -- To Refresh the Resource Owner Flow Access Token

This method allows user to submit a refresh token in order to get a new Access Token to Update entities through OData Web API service

The retrieved Access Token will contain member's attributes in the claims.

For the SOC Client apps, the retrieved Access Token can also be used to access Lock Manager.

Client has option to refresh this access token to get a new access token (with a new expiration time window) to use.

Non-SOC client apps will not be able to access Lock Manager.
